About PCS

Partners for Clean Streams, Inc. (PCS) was formed in early 2007 as a 501(c)3 non-profit community organization with an interest in supporting local and regional water quality improvements in the metro-Toledo area. Partners for Clean Streams is striving for abundant open space and a high quality natural environment; adequate floodwater storage capacities and flourishing wildlife; stakeholders who take local ownership in their resources; and rivers, streams, and lakes that are clean, clear and safe.

In January 2008 PCS announced that the Maumee RAP Advisory Committee (RAC) was now nestled within the committee structure of PCS, along with a Development Advisory Committee (DAC). Together they serve to assist the PCS Board of Directors to deliver a wide range of programs, projects, and community outreach efforts associated with restoring healthy and safe streams to the Maumee Area of Concern.

PCS Board of Directors


The PCS Board of Directors manages the legal and fiscal issues of Partners for Clean Streams. To be a member of the PCS Board of Directors you must be a voting member of Partners for Clean Streams as defined in the Partners for Clean Streams Financial Plan.


The PCS Board of Directors shall consist of 7 to 9 members, two of which are standing appointments of the Chairs of the Maumee RAP Advisory Committee (RAC) and Development Advisory Committee (DAC). Five to seven of the positions are elected by the General Membership with voting status at the Annual Meeting each fall. The two appointed positions are not voted upon in the general Board of Director election each fall as they are determined by the RAC and DAC membership. Members of the Board of Directors serve for two year terms starting in January.

Patrick Lawrence

Term: Appointed as Chair of Maumee RAP Advisory Committee

Patrick Lawrence, Ph.D. is an Associate Professor in the Department of Geography & Planning at the University of Toledo. His professional interests include watershed management, environmental planning, and the Great Lakes with various publications and research grant awards.


He has served in various volunteer capacities with the Maumee RAP since 2000, most notably as Chair of the Maumee RAP Advisory Committee since 2006. Patrick also currently serves as the President of the Board of Directors for Partners for Clean Streams and was a founding Board member.


Patrick and his wife Nancy live in Toledo with their two children.

Tony Sloma

Anthony Sloma is the Environment, Health and Safety Manager at Perstorp Polyols, Inc. Perstorp Polyols is a division of Perstorp AB (based in Perstorp, Sweden), a global leader in Polyols and Formaldehyde technology. Tony has been with Perstorp for 14 years and has been responsible for all aspects of regulatory compliance in the environmental, health, safety, and transportation areas.


Tony has earned degrees in Chemical Engineering and Law from the University of Toledo. He has been actively been involved in Ottawa River related activities with the Maumee RAP since 1996. Tony is a founding Board member of the Partners for Clean Streams and is currently serving as Vice-President.


He is a resident of Sylvania and is married to Paige. They have one child, Annelise.

Colleen Dooley

Term: 2010-2011

Colleen Dooley is a practicing attorney in Toledo. She has a degree in accountancy from Miami University and successfully completed the CPA exam. She received her law degree from the University of Toledo.


She is the Past President of Toledo Women’s Bar Association and Past Chair (3 yrs) of the Toledo Bar Association Domestic Relations Committee. She has been the recipient of the Susan L. Martin and Lavelle A. Willinger awards from the Toledo Bar Association.>


Colleen is married to Blake Burnham and has three school-aged children.

John Hull

John Hull is the founder and Chairman of Hull & Associates, Inc., an engineering and environmental consulting firm that employs over 180 scientists, planners, engineers, and support staff in five offices in the Midwest. John has more than 30 years of experience with a wide variety of engineering and environmental issues.


John serves on governor-appointed committees, advises clients on complicated challenges, and guides his employees to assist Hull’s clients achieve environmentally protective and cost-effective solutions. He is a registered Professional Engineer in 13 states and is recognized as a Board Certified Environmental Engineer in solid waste management by the American Academy of Environmental Engineers.


John is married with two daughters and lives in the Toledo area.

Scott Ousky

Scott Ousky has worked for Sunoco for over 18 years in various capacities including Emergency Response and currently as an Environmental Engineer. His responsibilities include water compliance, US Coast Guard and Department of Transportation regulations. Ousky has an Electronic Engineering Degree from Siena Heights College.


Scott is currently a member of the Maumee RAP Advisory Committee and sits on the Duck and Otter Creek Partnership. Scott is also a Captain with the Lake Township Fire Department and lead the Fire Investigation Bureau and the Hazardous Materials Bureau. He currently sits as Second Chairperson on the Wood County LEPC and teaches fire and rescue through Oregon City Schools.


He is a life long resident of Lake Township, Wood County and has been married to Diane for 21 years with a daughter, Elizabeth, and son, Jonathon.

Tim Schetter

Tim Schetter is Land Planning & Acquisition Manager for Metroparks of the Toledo Area. He holds a Biology degree from Ohio Northern University and a M.S. in Wildlife & Fisheries Ecology from Oklahoma State University. He is a Certified Wildlife Biologist and is currently working to complete his Ph.D. in Biological Sciences at Bowling Green State University.


Tim’s professional interests focus on regional conservation planning, natural areas preservation and ecological restoration, especially in Northwest Ohio’s Oak Openings Region. He is a member of the Green Ribbon Initiative steering committee and regularly volunteers with the Black Swamp Conservancy.


Tim is married with two sons and lives in Bowling Green.

Terry Shankland

Terry Shankland is a self-employed small business owner responsible for the operations, marketing and customer service for his catering business, Shankland’s Catering, that he started 30 years ago.


Terry has been involved with the Maumee RAP and PCS as a volunteer and strong supporter of Clean Your Streams since the late 1990’s. In 2006 he was appointed to Toledo Parks Commission Board. Terry has also served as a citizen member of the TMACOG Ottawa River and Maumee River Committees, is the former President of the Ottawa/Jermain Park Board, and volunteered for Special Projects with the Epilepsy Center of Northwest Ohio.


He is a life long resident of the metro-Toledo area. Terry and his wife, Diane, currently reside in Toledo.

Maumee RAP Advisory Committee


The Maumee RAP Advisory Committee (RAC) of PCS is responsible for the development and implementation of projects in the Maumee Area of Concern (AOC) that will improve water quality and delist the Beneficial Use Impairments (BUIs) including such tasks as reviewing current issues and concerns in relation to the status of the BUIs, recommending and developing projects that will move the area toward delisting, and tracking the status of the BUIs in the Maumee AOC, etc.


The Maumee RAC is made up of 12 to 15 dues paying members of PCS. Ex-officio memberships can be awarded to agencies and/or organizations unable to pay dues. The RAC Chair has an appointed seat on the PCS Board.


The Maumee RAP has existed in many forms over its first 20 years. Here is a brief history of how the Maumee RAP got to where it is now:

History of the Maumee RAP

The Maumee RAP began on October 1, 1987, when the first public meeting was held by the Ohio Environmental Protection Agency (EPA) (Ohio's statewide RAP coordinator) and the Toledo Metropolitan Area Council of Governments (TMACOG)(local coordinator for the Maumee RAP). In 1988 the Maumee RAP Advisory Committee was formed. The 74-member RAP Advisory Committee included representatives from all levels of government, business and industry, universities and other interested individuals. Problem definition was completed in 1990 with the submission of the Maumee RAP Stage 1 Report (1990) to Ohio EPA. Stage 1 of the RAP process was officially concluded in March 1992 when the Maumee RAP Stage 1 Report (1990) was reviewed and accepted by the IJC.

After Stage 1 was finished and the Advisory Board was abolished, the Maumee RAP Implementation Committee (MRIC) was formed to oversee all the restoration activities of Stage 2 that were occurring throughout the Maumee AOC. In 1998 MRIC released a new Strategic Plan for the organization that utilized much of the same structure with a few minor differences including a few new action groups, a new logo, and a new simplified name for the organization, Maumee RAP Committee. The Strategic Plan classified action groups into three categories: issue, support or watershed. The Maumee RAP Committee was still the formal decision-maker for the organization that resided under the umbrella of TMACOG.

A 10-year Activities and Accomplishments Report was completed in 2002 setting the stage for identifying next steps toward restoration. The Maumee RAP undertook an intensive and ambitious effort to create the MaumeeAOC Stage 2 Watershed Restoration Plan (Stage 2 Restoration Plan). This plan combines the IJC requirements of a Stage 2, USEPA and Ohio requirements for a watershed action plan, with attention to the nonpoint source management measures of the Ohio Coastal Management Plan, and consideration of TMDL and Natural Resource Damage investigations in the AOC. The plan underwent public review in November 2005 and a draft was submitted to Ohio EPA for review in early 2006.

After much discussion in 2006, the Maumee RAP Committee determined in early 2007 that their best path forward for efficiency, effectiveness, and sustainability would be to form their own non-profit 501(c)3 organization and to leave the umbrella of TMACOG. In March 2007 the Partners for Clean Streams (PCS) was officially created. In January 2008 the Maumee RAP Committee completed its merger into PCS organization to become the Maumee RAP Advisory Committee (RAC). With this group now established under PCS, the RAC intends to spend much of 2008 making the changes requested by Ohio EPA and ODNR for completing the Stage 2 Restoration Plan.

Development Advisory Committee


The Development Advisory Committee (DAC) of PCS is responsible for development and implementation of membership and donor programs, oversight of outreach and recruiting programs, writing or awarding grants and/or grant matches, etc.


The DAC is made up of 5 to 7 dues paying members of PCS. Ex-officio memberships can be awarded to agencies and/or organizations unable to pay dues. The DAC Chair has an appointed seat on the PCS Board.
