Maumee Area of Concern
Stage 2 Watershed Restoration Plan

In 2005 the Maumee RAP undertook an intensive and ambitious effort to create the Maumee AOC Stage 2 Watershed Restoration Plan (Stage 2 Restoration Plan). The Stage 2 Watershed Plan is a comprehensive regional water quality improvement plan intended to provide a one stop shop resource for all jurisdictions, agencies, organizations, and individuals who are working to restore this area's waterways.

This Stage 2 Plan has received “Full Endorsement Pending” status from the State of Ohio and will be fully endorsed with the completion of a Coastal Nonpoint Source Pollution Management Measures section. With late 2006 and most of 2007 spent focusing on the merger with PCS this report was not finalized. In January 2008 the Maumee RAP Committee completed its merger into the PCS organization to become the Maumee RAP Advisory Committee (RAC). With this group now established under PCS, the RAC intends to spend much of 2008 making the changes requested by Ohio EPA and ODNR for completing the Stage 2 Restoration Plan.

Why was this Report Created?


The Maumee RAP released its Stage 1 Report in 1990. The Report described the problems and concerns in the Maumee AOC. In 1991 the Maumee RAP Recommendations Report was published. This Report included a list of what needed to be done to cleanup the Maumee AOC. Since then many activities to improve the Maumee AOC have been implemented. They have varied in size and focus, but all with the goal of improving water quality.

After more than 10 years the Maumee RAP is developing a Maumee Area of Concern Stage 2 Watershed Restoration Plan (Stage 2 Watershed Plan) for submission to US EPA and the International Joint Commission. The Stage 2 Watershed Plan utilizes Ohio EPA's Delisting Targets for Ohio Areas of Concern (PDF 1.1 MB). In the
interest of creating the most useful and comprehensive report possible, the Stage 2 Watershed Plan has been created to meet the requirements, needs and/or use of five water quality programs including:



ODNR Watershed Coordinator Program
Ohio EPA RAP Program
ODNR Coastal Nonpoint Source Pollution Control Program
Ohio EPA Total Maximum Daily Load Program
US F&WS Natural Resources Damage Program

The Maumee RAP and Duck and Otter Creeks Partnership submitted a DRAFT Maumee Area of Concern Stage 2 Watershed Restoration Plan for 319 State Endorsement in December 2004. This 319 submission was the first step in the approval process for this Report. After receiving comments, the plan was revised and underwent public review in November 2005 and a draft was resubmitted in early 2006.

The Stage 2 Restoration Plan received “Full Endorsement Pending” status from the State of Ohio in Spring 2006 and will be fully endorsed with the completion of a Coastal Nonpoint Source Pollution Management Measures section. Ohio EPA requested additional changes in order for the plan to be submitted for state, national, and international reviews that will be necessary for this document to meet its ultimate goal of becoming both an Ohio Endorsed Watershed Plan and an approved Stage 2 Report for the Maumee Area of Concern.


What's Included?


The Stage 2 Watershed Plan is a comprehensive regional water quality improvement plan intended to provide a one stop shop resource for all jurisdictions, agencies, organizations, and individuals who are working to restore this area's waterways. As an integrated community master plan Volume 1 of the Stage 2 Watershed Plan includes information and maps regarding the establishment of areas of concern (AOCs) and remedial action plans (RAPs), an environmental background on the Maumee AOC (i.e. hydrology, geology, eco-regions, land use, etc.), information for six 11-digit hydrologic units, and one large river unit.


In Volume 2 of the Stage 2 Watershed Plan are the Watershed Projects Tables (WPTs); detailed project lists for each major watershed. These WPTs are the living portion of the report that will change and grow, as projects are implemented and goals are attained. These tables have been organized to facilitate the delisting of areas and/or issues for the Maumee AOC. The WPTs include the Causes and Sources, Projects, Potential Project Partners, Funding Sources, Timeline, Status, Performance/Environmental Measures, HUC/Stream Segment Addressed, and the Beneficial Use Impairment (BUI) affected. Also incorporated into the tables (where applicable) is a reference to the ODNR Coastal Management Measures that may benefit from the implementation of an identified project.


Public Input and Review


As a step in the development of this plan, the Maumee RAP conducted a two-phased review of the draft document and related materials. The first phase in this review was the solicitation of comments and recommended revisions from a targeted group of reviewers representing major public agencies and organizations with expertise and experience in water quality and related land use activities, impacts, and issues. The targeted review of the plan was conducted from mid-August to mid-September 2005. Comments from the Targeted Review were incorporated into the plan along with other additions before the next review.


The next phase requested input from the businesses, communities, organizations, and individuals that might use the plan. A workshop was held Weds., Nov. 9, 2005 that provided information about why the plan was created, how it was created, and how we can all benefit from it. The user/public review of the plan was conducted for the month of November 2005. Comments from these reviewer were incorporated into the plan along with other additions.


The Stage 2 Watershed Plan was submitted in late January 2006 to Ohio EPA as an official Stage 2 Report for the Maumee AOC and to ODNR for State Endorsement consideration.
